Verified against every row's own Endorsement Year/Month column: this is a flow of that month's new endorsements, not a stock of the active insured portfolio (HUD's separate FHALPT report — fha_all_past_due_hud — covers the ~8.4 million-loan active book). The workbook carries no delinquency, default, claim or loss-mitigation field.
